How long should I wait for the board to fix rain coming in my townhouse?

They have known about faulty siding installation for over 7 years. They acknowledge the problem and their responsibility but say there is no money. They haven't raise dues in 4 years. The framing is rotting away and rain comes through the drywall in the kitchen. What happens if I fix it myself. Illinois
